The English FA has abandoned plans to use the season opening Community Shield as a test event to bring fans back to the stadium.
The FA has admitted the plan is no longer feasible following uncertainty over corona virus outbreaks.
Champions of the English Premier League Liverpool are scheduled to take on winners of the FA Cup Arsenal at Wembley on the 29th of August.
The failure of the plan comes after other pilots involving cricket, racing and snooker were cancelled earlier this month.
The FA believe there is insufficient time to organise an event of that scale.
The cost of sorting out ticketing and security as well as allowing just a few thousand fans to attend the game at Wembley is understood to be prohibitive.
