Organisers of the Tokyo Olympics and Paralympics will decide whether spectators from outside Japan can travel to attend the Games by the end of the month.
With coronavirus vaccines being rolled out around the world, they will also make an announcement in April about venue capacities.
Tokyo 2020 president Seiko Hashimoto hopes a decision will be made before the start of the Olympic torch relay, which begins on the 25th of March.
She said organisers are looking into the possibility of holding events behind closed doors and president of the International Olympic Committee Thomas Bach confirmed all parties have agreed the safety of the Games is priority.
