Russian Opposition leader Alexei Navalny wants Russians to boycott the upcoming presidential election, after the electoral commission voted to bar him from running.
The commission says a conviction, for which Navalny received a suspended sentence, meant he could not run for president in March.
Twelve members of the 13-member commission voted to bar Navalny.
Navalny has repeatedly described the conviction as politically-motivated.
He has been jailed three times this year and charged with breaking the law by organising public meetings and rallies.
