The Kano State House of Assembly has passed the Kano State Emirates Council Establishment Bill 2024 after it scaled the third reading on Tuesday.
The bill, sponsored by Deputy Speaker Muhammad Bello Bututu, representing Rimin Gado/Tofa State Constituency, establishes Kano as a first-class emirate and creates three second-class emirates: Rano, Gaya, and Karaye.
During the session, presided over by Speaker Ismail Falgore, which began at 10:10 AM and concluded at 11:06 AM, the assembly outlined the new emirate structure. Rano Emirate will consist of Rano, Bunkure, and Kibiya local government areas. Gaya Emirate will encompass Gaya, Albasu, and Ajingi local government areas, while Karaye Emirate will include Karaye and Rogo local government areas.
The emirs of these three second-class emirates will be answerable to the Emir of Kano and will have the authority to advise him on matters related to public order, boundary disputes, land issues, and the maintenance of social, cultural, and religious harmony within their jurisdictions.
Key sections of the bill include:
Section 3: All appointments and activities of the first-class and second-class emirs must be approved by the governor through the Commissioner for Local Governments.
Section 4(1): Establishes the first-class Kano Emirate and the second-class emirates.
Section 4(2): Details the second-class emirs of Rano, Gaya, and Karaye.
Section 4(3): States that the Emir of Kano shall be the head of all the emirates, with the second-class emirs answerable to him.
Section 4(4): Specifies the jurisdictions of the second-class emirs.
Section 7: Empowers the governor to appoint any suitable person as a second-class emir pursuant to the provisions of Section 4.
Commenting on the passed bill, NNPP member representing Rano, Ibrahim Muhammadu, welcomed the establishment of Rano Emirate, noting its historical significance and applauding the deputy speaker and other party leaders for supporting its second-class status.
Notably, the Bichi Emirate, created by former Governor Abdullahi Umar Ganduje but dissolved by the new Kano Emirates Council (Repeal) Law 2024, was excluded from the bill.
The bill will become law once Governor Abba Kabir gives his assent.
